Capitol Station Transit-Oriented Development

The Capitol Station is a 10.1 – acre property located at Capitol Expressway and Narvaez Ave in San Jose, California. This property currently serves as a Park & Ride Lot for Light Rail and Bus passengers. The Capitol Station is currently served by VTA’s Blue Line and bus lines 37 and 70

This land has the potential for mixed-use Transit-Oriented Development (TOD).  Projects that are transit-oriented allow people to live and work near public transportation, which helps clear the air, ease traffic, and adds infrastructure investments to the community.

VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community.

VTA's Board of Directors selected developer partner, MidPen Housing, at the March 2022 board meeting.  VTA is working together with the developer to prepare to refine the project program with the community and the City of San Jose.

VTA has partnered with the Santa Clara County Office of Supportive Housing. The Office of Supportive Housing administers the 2016 Measure A Affordable Housing Bond.  The partnership encourages the development of affordable housing at this location.
