VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community.
VTA's Board of Directors selected developer partner, MidPen Housing, at the March 2022 board meeting. VTA is working together with the developer to prepare to refine the project program with the community and the City of San Jose.
VTA has partnered with the Santa Clara County Office of Supportive Housing. The Office of Supportive Housing administers the 2016 Measure A Affordable Housing Bond. The partnership encourages the development of affordable housing at this location.
Station Access Study
The Santa Clara Valley Transportation Authority (VTA) initiated a Transit Oriented Development (TOD) Station Access Study to analyze multi-modal station access and circulation at the Capitol and Branham Light Rail Stations. The analysis will be conducted in coordination with a proposed residential mixed-use joint development project located at Capitol Expressway and Narvaez Avenue on a portion of the Capitol Station park-and-ride lot and future residential project at Branham Station. The Station Access Study will evaluate existing conditions and future needs at the Capitol and Branham Stations in consideration of the station’s future plans for development and projected ridership. The Study will propose recommendations to improve accessibility to the two project stations, which may include improvements to bicycle and pedestrian infrastructure, wayfinding and signage, and transit rider amenities.
COMMUNITY ENGAGEMENT
We want to improve the rider experience for customers who utilize the Capitol and Branham Station, and we need your help.
As part of the Capitol Station Transit-Oriented Development project, VTA recently conducted a series of pop-up events, an online survey, and a station walk audit to determine how people access both Branham and Capitol Stations. VTA is following up to share what we learned and provide the opportunity to give feedback on proposed station access recommendations to ensure they align with the community’s expectations.
VTA is hosting pop-up events at the Capitol Light Rail Station and Pearl Avenue Branch Library, where you can connect with staff and share your feedback in person. Dates, times, and locations are listed below:

SOME BACKGROUND
In September 2022, VTA held a community meeting providing an update on the Capitol Station Transit-Oriented Development Project. An element of the project is the Capitol-Branham Station Access Study. During the community meeting we received feedback regarding traffic and safety concerns, and station accessibility.
FURTHER DIALOGUE
We want to make sure we reach as many people as possible that use and/or live nearby the Capitol Station and Branham Station. Your participation in the pop-ups and/or survey will help us understand what will improve how you get around, or make the area feel safe and accessible. Your input will also help us prioritize proposed recommendations and projects to improve station access.

From March 27, 2023 to April 30, 2023, soil testing will take place in portions of the Capitol Station Park & Ride lot. The Capitol Station Intermittent Soil Testing Notice provides more information impacts to parking on the site.
