The Santa Clara Valley Transportation Authority (VTA), in cooperation with the City of San José and the California Department of Transportation (Caltrans), recommends changes to the Capitol Expressway interchange on State Route (SR87) in the City of San Jose. A feature of this project is the addition of Complete Streets elements along Capitol Expressway and Narvaez Avenue. This addition is to improve transportation and access for bicycles and pedestrians traveling on either street.
