I-880/Montague Expressway Interchange and McCarthy Boulevard/O’Toole Avenue Intersection Project

The Santa Clara Valley Transportation Authority (VTA), in cooperation with the City of San José, the City of Milpitas, the Santa Clara County Roads and Airports Department, and the California Department of Transportation (Caltrans), proposes to modify the I-880/Montague Expressway (Expwy) Interchange and the McCarthy Boulevard (Blvd)/O’Toole Avenue (Ave) Intersection in the cities of San José and Milpitas.

The Santa Clara Valley Transportation Authority (VTA), in cooperation with the City of San José, the City of Milpitas, the Santa Clara County Roads and Airports Department, and the California Department of Transportation (Caltrans), proposes to modify the I-880/Montague Expressway (Expwy) Interchange and the McCarthy Boulevard (Blvd)/O’Toole Avenue (Ave) Intersection in the cities of San José and Milpitas.

Objectives

The purpose of this project is to modify the I-880/ Montague Expwy Interchange and the McCarthy Blvd/O’Toole Ave Intersection to improve local traffic operations and access to/from I-880 and Montague Expwy, enhance roadway safety, and improve mobility of all modes of transportation including bicycle and pedestrian connectivity.

Project Features

he proposed improvements include, but are not limited to, the following:

  • Modify the I-880/Montague Expwy Interchange and the McCarthy Blvd/O’Toole Ave Intersection,
  • Modify on- and off-ramps to/from I-880,
  • Improve Montague Expwy throughput,
  • Implement “Complete Streets” elements, and
  • Construct retaining and sound walls as necessary.

Capital Cost/Project Funding

The project cost is estimated to be between $100 million and $150 million, contingent on the final determination of improvements that are yet to be finalized. The project is proposed to be funded by a combination of local, state, and federal funds, as available.
