Overview
The Santa Clara Valley Transportation Authority (VTA) has deployed express lanes throughout Santa Clara County as part of the Silicon Valley Express Lanes Program (SVEL Program). The SVEL Program has been authorized for the SR 237/I-880 and US 101/SR 85 corridors. VTA is implementing the Program in phases based on funding availability. Santa Clara County’s first express lanes facility, along SR 237/I-880, has been in operation since March 2012.
The SR 237/I-880 Express Lanes Extension Project (Project) would convert existing High Occupancy Vehicle (HOV) lanes to express lanes on I-880 from near the US 101/I-880 interchange in San Jose to near the Santa Clara/Alameda County line, conforming to the existing express lanes in Alameda County and at the SR 237/I-880 connectors. The first milestone of the Project is to complete the Project Initiation Document (PID) by summer 2027, which would allow the Project to move into the Project Approval/Environmental Document phase. The PID phase of the Project is funded by VTA’s Express Lanes revenue from the SVEL Program.
Express Lanes Benefits
• Results in more efficient use of the existing roadway.

• Provides a new revenue stream for transportation, including for public transit.
Project Features
The Project would:
• Convert existing HOV lanes to express lanes.
• Install new express lane signs and tolling equipment along the corridor.
• Reconstruct concrete barriers as needed.
• Integrate the new express lanes with the existing SVEL Program.
The improvements would not require construction of new lanes of traffic nor require the widening of existing structures.
Operations
Upon completion, VTA would operate, manage, and maintain the express lanes.
