VTA invites Santa Clara County residents to apply for the Transit Security Advisory Committee (TSAC) through this open and competitive online application process. We are currently recruiting for two open committee seats, the youth representative and the undesignated at-large community member
Applications are due by May 31, 2026 at 5:00 p.m.
The TSAC advises the VTA Board of Directors on the ‘prohibition authority’ program established by AB1735. The purpose of AB 1735 is to enhance safety and security by excluding public transit riders whose actions impact the safety and security of public transit passengers and public transit employees. The TSAC Members are appointed to represent stakeholder groups from the following categories:
- Law enforcement Representative*
- Youth advocate Representative*
- Mental health professional Representative*
- ATU Representative**
- AFSCME Representative**
- Community-based organization (CBO) Representative
- “At-large” or “undesignated” *= category stipulated by AB1735
**= represents 2 of the five minimum members required by statute
The selection process seeks a balance of relevant background, experience, and targeted stakeholder constituencies.
Selected and appointed members serve a two (2) year term and are limited to two (2) consecutive terms. The TSAC generally meets once a month, on the Wednesday following the first Thursday. Meetings normally last two (2) hours or less.
TSAC is seeking two candidates to fill the following vacant seats for a term of 2 years:
At-Large – A member at large represents the entire membership rather than a specific subset. They offer strategic input, participate in decision-making, and often manage flexible, special projects based on their expertise, serving as key contributors to the TSAC. The member must reflect a balanced cross-section of stakeholders, including diverse viewpoints, experiences, and backgrounds.
Youth Advocate – A Youth Advocate has these key functions: (1) to make youth equal partners -if not leaders- in the development and implementation of VTA’s service plans; (2) to represent the needs and perspectives of youth to internal and external stakeholders and decision makers within the system; (3) to ensure that youth are represented. A bachelor's degree or current enrollment in a bachelor’s degree program in a relevant field, such as social work, psychology, or sociology, or relevant experience in a similar role, is advantageous. The three major Cs of advocacy include connection, communication, and collaboration. Building connections involves creating networks that support and amplify advocacy efforts.
Eligibility: To be considered for the TSAC, applicants must be residents of Santa Clara County during their term. Please note that members of any other VTA committee, elected public officials at any level of government, and VTA employees are ineligible to apply. Membership will be finalized by a successful application process and approval of the VTA Board.
