Overview
The Santa Clara Valley Transportation Authority (VTA) has deployed express lanes throughout Santa Clara County as part of the Silicon Valley Express Lanes Program (SVEL Program). The Silicon Valley Express Lanes Program has been authorized for the SR 237/I-880 and US 101/SR 85 corridors. VTA is implementing the Program in phases based on funding availability. Santa Clara County’s first express lanes facility, along SR 237/I-880, has been in operation since March 2012.
The US 101 South County Express Lanes Project (Project) would implement new High Occupancy Vehicle (HOV)/Express Lanes on US 101 starting from near Cochrane Road in Morgan Hill and up to the southern Santa Clara County/San Benito County line. The first milestone of the Project is to complete the Project Initiation Document (PID) by spring 2027, which would evaluate alternatives and possible phasing options for the Project. The PID phase of the Project is funded by VTA’s Express Lanes revenue from the SVEL Program and Federal earmark funding.
Express Lane Benefits
• Results in more efficient use of the existing roadway.
• Provides a new, reliable travel option.
• Provides a new revenue stream for transportation, including for public transit.
Project Features
The US 101 South County Project would:
1. Add new express lanes in both directions on US 101 from approximately Cochrane Road in Morgan Hill up to the south County line.
2. Widen existing bridge structures to accommodate the new express lanes. The improvements include the following work elements:

• Widen roadway pavement within the existing right of way.
• Widen various existing bridge structures to accommodate the new HOV/Express Lanes.
• Construct and/or reconstruct drainage, concrete barriers, metal beam guard railings, and California Highway Patrol (CHP) enforcement areas.
• Install express lane signs, electronic toll rate signs, toll readers, sign poles, and other tolling equipment.
Operations
Upon completion, VTA would operate, manage, and maintain the express lanes.
