The River Oaks Station site is an 18-acre property located at the corner of North First Street and River Oaks Parkway in North San José, California. This property currently serves as VTA’s administrative headquarters and a Park & Ride lot for VTA Light Rail passengers, which is served by VTA’s Blue and Green lines.
This land has the potential for mixed-use Transit-Oriented Development (TOD). Projects that are transit-oriented allow people to live and work near public transportation, which helps clear the air, ease traffic, and adds infrastructure investments to the community.
Relocating VTA’s headquarters to downtown San José will enable the activation of the River Oaks site for transit-oriented development. The project would include housing, office space, and retail options. An economic analysis of the site indicates that the TOD could generate up to $1 billion in revenue over the duration of the ground lease, providing long-term, reliable funding for VTA’s transit services.
At VTA's Board Meeting in October 2025, VTA's Board of Directors approved a partnership with Eden Housing for the first phase of this redevelopment. The development team is working collaboratively with VTA and the local community to refine the project as it moves forward.
VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community.
Station Access Study
VTA initiated the River Oaks Station Access Study to analyze multi-modal access and circulation to and from the station. VTA conducted the study in coordination with a proposed residential Transit-Oriented Development (TOD) project on VTA property located at N. First Street and River Oaks Parkway.
The River Oaks Station Access Study final report provides proposed access improvements, travel demand management strategies, and cost estimates for the identified access improvements to the station area and the proposed TOD project.
Recommendations include improving bicycle connectivity, pedestrian access, wayfinding signage, transit passenger amenities, traffic calming measures, and other safety enhancements.

VTA delivers outreach to the community in many ways, from email, web page posting like this, signage, tabling at events, presenting at your neighborhood association, and by mail notifications, to name a few. We use multiple approaches to ensure the community is informed and allow for authentic engagement.
