Winchester Station Transit-Oriented Development

The Winchester Station is a 1.6 – acre property located on Winchester Blvd between Budd and Camden Avenues. This property currently serves as a Park & Ride lot for Light Rail and Bus passengers. The Winchester Station is currently served by VTA’s Green Line and bus lines Express 101, 60, 37, and 27

This land has the potential for Transit-Oriented Development (TOD).  Projects that are transit-oriented allow people to live and work near public transportation, which helps clear the air, ease traffic and add infrastructure investments to the community. 

VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community.

At VTA's Board Meeting on June 2, 2022, VTA's Board of Directors selected developer partners Related California and Path Ventures for the Winchester project. VTA and the development team are working collaboratively with the City of Campbell and local community to refine the project as it moves forward.

VTA has partnered with the Santa Clara County Office of Supportive Housing. The Office of Supportive Housing administers the 2016 Measure A Affordable Housing Bond.  The partnership encourages the development of affordable housing at this location.

Station Access Study

The Santa Clara Valley Transportation Authority (VTA) initiated a Transit Oriented Development (TOD) Station Access Study to analyze Winchester Station's multi-modal station access and circulation. VTA is conducting the analysis in coordination with a proposed affordable housing TOD development project on Winchester Boulevard between Budd and Camden Avenues. The Station Access Study will evaluate existing conditions and future needs at the transit center while considering future development plans and projected ridership. The Study will propose recommendations to improve accessibility to the transit center and station projects, including bicycle and pedestrian infrastructure improvements, wayfinding and signage, and transit rider amenities.  

Community Engagement

VTA recently completed a series of pop-up events and an online survey to determine how people access the station. A final report (Station Access Study) will provide proposed access improvements, travel demand management strategies, and cost estimates for the identified access improvements at Winchester Station.

Community Outreach

VTA delivers outreach to the community in many ways, from email, web page posting like this, signage, tabling at events, presenting at your neighborhood association, and by mail notifications, to name a few. We use multiple approaches to ensure the community is informed and allow for authentic engagement.

Community Meetings

Related California and PATH Ventures hosted a community open house on November 28, 2023, at the Campbell Community Center to discuss the proposed proposed  to discuss the proposed Transit-Oriented Development (TOD) at VTA’s Winchester Station. 

The open house provided an opportunity to learn more about the affordable housing and transit improvement project.
