A Vision Taking Shape in Little Portugal

ICYMI - Here's an update on the Wednesday, August 28 public meeting to kick off the comment period for the Design Development Framework  (DDF) of the Transit Oriented Development, near the home of the future 28th St./Little Portugal BART station.

 Some special attendees in the audience included the Consul General of Portugal in SF, Filipe Ramalheira, and the new reverend for Five Wounds Portuguese National Parish, Fr. Manuel Pato, straight from Portugal and only a month into his new role. The Consul General made a few brief comments about the importance of Five Wounds Parish as regionally/nationally significant, and appreciation that VTA will offer a final DDF in European Portuguese.

VTA's Transit-Oriented Development (TOD) Program is a portfolio of sites throughout Santa Clara County designated for residential, commercial, or mixed-use development on VTA-owned land near transit stops.

TOD projects generate revenue that VTA reinvests in improving public transit service, and they help catalyze a broader transit-oriented community (TOC) nearby, boosting VTA ridership on buses and light rail.

Building Community Around Transit

The VTA property surrounding the future 28th Street/Little Portugal BART Station is designated for TOD. The site will become home to a mixed-use and mixed-income community—providing housing, supporting small businesses, and reducing car dependence.

VTA has worked closely with community members to shape a set of development principles, that provides a concept vision for prospective developers regarding design, culture, community, and connectivity to incorporate into future development proposals.

The TOD site is within the City of San José's Five Wounds Urban Village, which contributed to the vision for the area.

The draft document is now available for review and public comment at vta.org/28LPdevelopment. The deadline for comments is Thursday, September 18, 2025.
