VTA’s Business Development Programs include the Disadvantaged Business Enterprise (DBE) program for federally funded projects and the Small Business Enterprise (SBE) program for state and locally funded projects.

VTA receives federal financial assistance from the U.S. Department of Transportation through the Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA). As a condition of this funding, VTA is required to implement a Disadvantaged Business Enterprise (DBE) Program in accordance with Title 49, Code of Federal Regulations (CFR), Part 26.

The objective of VTA’s DBE Program is to ensure nondiscrimination in the award and administration of federally funded contracts and to provide a level playing field where DBEs can compete fairly.

Through these development programs VTA assists certified businesses seeking construction, purchasing and professional services contracts.
